Leonard said: "I’m over the moon to be given this opportunity, to be able to represent the Cymru North is a huge privilege and one I will give my all to.
"I’d like to thank the Football Association of Wales for giving me this opportunity and everyone at Guilsfield for their continued support.
"There’s lots of work to do regarding player eligibility, once that is sorted I will be doing everything I can to work with all the managers and clubs in the league to build strong support for the Cymru North team."
