Llanfair Caereinion Town Council is considering taking ownership of a stretch of road in the town as part of a transfer from Powys Council.

At the town council’s latest meeting on Monday, October 28, town councillors discussed the possibility of transferring ownership of the road on Banwy Industrial Estate, as well as a small piece of land to the town council.

The stretch of road, near the Welshpool and Llanfair Light Railway, would be under Llanfair Caereinion Town Council’s control, leaving them responsible for the management and maintenance of it if the asset transfer goes ahead.

The issue was raised as Powys Council reportedly requested that Llanfair council clarify their position on the proposal, with Cllr Gareth Jones planning to arrange site meeting with Powys County Councillor David Sheppard.

Following the last meeting when the Council considered the proposal to accept a transfer of land at the industrial estate the council said they want to walk the land as a group before proceeding further, according to the meeting’s draft minutes.

The minutes added: “The council would need to be sure that it was in the best interests of its citizens and of the area to accept a transfer of the land.

“To determine this, in addition to any issues which might be discovered during the walk, it needed certainty on issues such as the revenue consequences of the transfer.

“The council would need certainty that the condition of the land and road was such that it would not require significant expenditure on maintenance or repair in the short and that any repairs/maintenance needed now would be carried out to the councils satisfaction.

“The council also needs to know the exact extent of the land to be transferred, whether fishing rights are included with the transfer and the obligations granted to the frontages when their land was transferred to them by the County Council.”

The subject of the Banwy Industrial Estate Road has been on the council’s mind for some time, as it was added to Llanfair Caereinion town council’s action plan in January 2022.

In setting it as a target for themselves at the time, they said: “ Consider if the Town Council should take an asset transfer of the road and remaining Powys County Council land.”
