A POWYS man has been fined because he was caught driving his car after his licence had been revoked following an accident last year.

Llandrindod Wells Magistrates’ Court heard this week that William Duggan’s driving licence was revoked following a car accident in November 2023.

Duggan, 64, was seen and pulled over by police while driving a Hyundai Getz on Temple Street, Llandrindod, on January 31 this year. He was found to be driving without a licence and no insurance.

At a hearing on Tuesday, October 15, Duggan admitted both offences.

A previous hearing had been adjourned so that Duggan’s social worker could be present to assist him during the hearing.

Prosecutor Shane Maddocks said: “Officer Joyce was on duty and saw a Hyundai being driven by the defendant.

“He could see his insurance had lapsed and he was driving with a provisional licence.”

Owain Jones, acting for Duggan, of Coed Derw, Temple Street, urged the bench to impose the minimum number of points possible for the offences.

“Mr Duggan suffered an accident in November 2023 and his licence was revoked as a result of that accident, on medical reasons,” said Mr Jones.

“He can’t read or write and he was not aware his licence had been revoked or that there was no insurance.

“He had been living with a relative who had assured him he had insurance. He now has a provisional licence, it is no longer revoked.”

Magistrates said they had “no choice” but to impose six points on that provisional licence. They also fined Duggan £120 and told him to pay £85 costs and a £48 surcharge.
