Plans to repair and renovate a pair of Grade II listed buildings in the centre of Machynlleth may have hit a roadblock.

A proposal to carry out renovation works that include internal and external alterations to two buildings on Penrallt Street, Machynlleth, has hit some difficulties as Powys Council have refused to discharge certain conditions within the planning applications.

Though the council have approved the plans overall, an application to have some conditions removed was refused by the council on the grounds of the information being “extremely limited” that “failed to demonstrate” some of the works taking place.

The Powys built heritage officer stated that the information submitted has not confirmed that the “proposed works would not impact the character and fabric of the building”.

Some of the areas of the application that faced criticism included a joist plan of the areas to be impacted by the work, details of the proposed fire suppression system and details of works that would see some internal walls removed for new openings.

The built heritage officer said: “The scheme as proposed will see considerable works taking place to the building.

“Information was submitted prior to the application’s approval which, whilst including numerous pictures and lines of plans, failed to demonstrate conclusively what material was impacted and how significant materials was.

“Small holes or localised photographs were taken to discuss aspects of the scheme where it is proposed to knock down walls or create openings. Further to this, a large amount of services as well as fire suppression will be required to be installed.

“Conditions were designed to capture this missing information and ensure that the proposed works would not impact the character and fabric of the building in a way which causes harm. The information submitted has not done this.

“It was expected that a few floorboards would be lifted to show service voids joists and beams, that plaster would be stripped from walls revealing sub-structures.

“The information as submitted is of extremely limited use in understanding the impact these aspects of the scheme will have on the fabric of the building.”

However, some conditions of the scheme have been met and were approved by the council.

The Powys built heritage officer confirmed that appropriate information has been provided regarding of the proposed new staircase and of the proposed solar panels on the building.
