Roadworks in Bishop's Castle are delayed due to an unexpected discovery of a shallow water pipe and an underground Victorian brick sewer.
Planned resurfacing works on Church Street, High Street and Market Square from August 15 to 21 were disrupted when the pipe, just under 10cm deep was found much shallower than indicated on utility company plans.
Due to its depth, the pipe went over the Victorian brick sewer, meaning that the pipe was struck.
The resulting damage required repairs by Severn Trent.
The council's contractor will now carry out extra surveys and dig trial holes to avoid damaging further utilities.

As a result, roads can't reopen due to safety reasons, and barriers have been put around the site.
This closure, along with traffic management measures, is set to last at least a week.
Pedestrians still have access, and the town centre's shops and businesses remain accessible to the public.
