A POWYS motorist has been fined more than £1,000 and now has SIXTEEN points on his licence after he failed to show up for a court hearing this week.

Wayne Fowlie, 37, was due to appear at Llandrindod Wells Magistrates’ Court on Wednesday, July 3, to answer three motoring matters.

Fowlie was observed driving a Volvo S40 on two occasions in Llandrindod – despite being only a provisional driver.

At a previous hearing he was convicted twice of driving without a licence, as well as once of driving without insurance.

The court heard Fowlie, of Wellington Road, Llandrindod, was spotted by police officers driving on Beaufort Road in the spa town on October 12 last year, while being only a provisional licence holder and driving unsupervised and without ‘L’ plates.

On the same day a check discovered he was also uninsured.

Fowlie was then spoken to by police on January 27 this year for again driving without a licence, this time on Wellington Road.

Magistrates heard how PC Catherine Edwards initially saw the defendant on the afternoon of October 12 driving the Volvo, and she recognised him.

PC Coombs was with her and they followed the defendant. The driver quickly parked up and left the car, leaving it unsecure and with items inside. Officers made checks, which indicated Fowlie was a provisional licence holder only and was driving the car alone.

PC Dinwoodie, in January, followed Fowlie’s vehicle. She spoke to the defendant who said he had a provisional licence.

The officer recalled a previous conversation from 2023 and asked him why he continues to drive without a licence, to which he said “needs must”. He indicated that he would continue to drive without a licence.

The court heard Fowlie did initially request a hearing but had now failed to attend on two occasions. It was revealed he already has seven points on his licence, imposed in November last year.

Magistrates fined Fowlie £660 for the initial no licence offence and ordered him to pay £90 costs, in addition to having six points placed on his licence. There was no separate penalty for driving without insurance.

For the January offence he was fined £220 and told to pay a £353 surcharge, while they tacked on 3 more penalty points – leaving him now with 16 on his licence.

His total financial sum to pay is £1,322.
