Rattus is intrigued by the debate about the new 20mph limits to be introduced in Wales.
On the one hand in many towns and villages a 30mph speed limit, even if adhered to, is actually too high for children, old people, cyclists and animals.
On the other hand driving at below 20mph requires third gear and constant attention to the speedometer.

If fines become automatic and frequent the public will not support the new limits.
The speed cameras will get vandalised or the lenses sprayed with paint.
Driving at 25 mph is much easier than keeping below 20 and is probably adequate in reducing accidents.
You can normally do it on the flat in 4th gear. Why not try 25mph speed limits first? Reducing pollution is one ambition of these new controls.
See if it actually helps. Cars crawling along in third gear probably emit more pollution.
20mph speed limits near schools in term time are a good idea. Children should really go to school by bicycle if possible. They need safe car free cycle routes.
That reduces pollution and gives kids much needed exercise.
More safe cycle routes would mean fewer car journeys.
Few people want to risk their lives cycling when they share the roads with lorries and cars.
They feel intimidated and vulnerable. More people would take up cycling if there were.
