AN American national was fined £200 by police this week after being pulled over in Powys driving while using their mobile phone.
The offence occurred in the village of Llyswen, near Builth Wells, on Tuesday, June 7.
Ordinarily, this offence would require a court appearance, or summons, but because the US resident was visiting the UK and has no address here, a roadside fine was offered and paid.
Dyfed Powys Police’s Roads Policing Unit tweeted: “Driver seen in Llyswen using a handheld mobile device whilst driving.
“Vehicle caused to stop and identified as an American national. As they have no UK address for a summons to be issued, £200 roadside deposit secured and driver sent on their way.”
The force added: “Without the deposit the driver would need to be arrested to be put before the next court.
“The £200 is held. If the driver doesn't contest the offence it pays their fine. It's returned if they opt to go to court. The driver will get a ghost UK licence with the 6 points on.
“The £200 is paid at the roadside via debit card or cash – this is the condition which negates the need to arrest them.
“It is only returned to them if they elect to go to court. Otherwise, it pays the same fine that a UK resident would receive in the post.”
